Can we let a driver take a reduced weekly rest two weeks running?
No — under Reg (EC) 561/2006 a driver may take at most two reduced weekly rests in any two consecutive weeks only under the international carriage derogation. Your Drivers' Hours Policy v3.2 §4.1 is stricter and allows one.
